Chopper and I are going to be going into my server Very Very soon to play some RA3

I upgraded the Version to 1.7 too

considering the Human eye detects 30, and q3 runs it's best around 75, those don't suck.

More than 30 most definitely makes a difference. 30 is fine for TV because it's interlaced (ie. 60 fps). Computers don't have motion blur like TV so a bare minimum for computers = 120 fps. This is even more obvious when your refresh rate is higher than 60 hz.

I don't have the Catylist drivers installed

I am using the best possible Drivers for Video Capture

Try the new ones. Apparently, the videosoap is better. You'll need to get everything, though.

I have Tried that and it didn't work with my TV Tuner or Remote control

They also have put my card on the Disscontinued list That might have somthing to do with it.
