I heard something about it awhile back. I think it was on TLC or Discovery, or something. They mentioned that there was something in the works. From what I understand the plan is to use offshore rigs (like oil rigs, but not) as private launch pads for space vehicles. The idea was that they could do what they want because nobody has jurisdiction in open water, so they couldn't legally interfere with the tests. It also allows them to be moved to areas where there will be good weather, thus allowing a more consistant schedule.
