how do you browse the network and windows shares ????

Network Config settings are controled via ifconfig. Type that into a shell and your network settings will be displayed. Static settings are stored in /etc/networking/interfaces
If you want more info on changing these options, Read the manual. Type man ifconfig into a shell.
SMB Sharing is a thirdparty option. Install Samba and LinNeigborhood, spelt right of course lol. See if the file /etc/samba/smb.conf exist, if it does it is a matter of changing a few options, otherwise we have to install it.
How is software installed in Mandrake? RPM or Deb? I Dispiese Mandrake, so I never looked at it much.
