I figure once you own the piece of hardware, you can do what ever you want with it. It dosen't change the fact that pirated software is still illegal, and the company can reserve the right to limit your use of it's services if you mod your console (like Microsoft and X-Box live).
It's just stupid to have mod chips illegal, I think this is a step in the right direction.
