No, they haven't decided to make a sequel (which is a good thing or bad thing depending on your perspective). Here's a link to the guy who did the artwork for it, though. Rather impressive. Maybe someone will pick up the project and, well, not have it suck like the first one.

In that same note, I hope whoever is doing Tribes 3 doesn't bugger it up (though, the problems of Tribes actually have been fixed with the most recent patch).

Its a bad thing. I will say that i was quite disappointed with renegade because of it crap tastic look, low polys, crap animation, etc I wish they would have gone ahead with number two, or a least waited for a while so that the dust could settle over number one and not out right cancelled it. Some of the models looks pretty cool, though obviously Unreal 2 blows it right out of the water, and into a fillet-o-fish. The game had a good idea, solid vehicle controls and some sweet weapons. I love the laser rifle.
