Common knowledge for anyone who grew up in the British Isles. I think it's quite reasonable that foreigners know that the UK is a country, but don't know the finer geographical distinctions. For example, I have no idea of the Geographical distinctions of Japan -- even though they're probably quite obvious and import to the Japanese. Or look at China: their zones are quite complicated. I like knowing stuff, but I don't expect everyone to know the same things I do.
