American bio-chemical weapons

I saw this in the Saturday edition of the Windsor star on January 15.

According to the rest of the article, the project that was started in 1994, and "abandoned" at an undisclosed date, targeted enemy forces with biological/chemical compounds that would make them exhibit demoralizing behaviour, such as homosexuality. Other options were to make them sexually attractive to potentially annoying/dangerous animals,
It is said that the potential of the "Who? Me?" bombs has been investigated since 1945.
I don't know who thinks these things up, but anyone who does should watch their drinks when they're around.
