No, it shows that we simply don't have an opinion on the matter or that we feel that our opinion shouldn't sway the end result (perhaps we just feel we're unqualified to make an informed decision on the matter).

Yeah, but those results would be worthless if the person is uninformed. If there's a poll on the differences between the Toyota Corolla and the Honda Accord, I'm choosing the goat option because my knowledge of these vehicles is somewhat limited. Lot's of data that's inaccurate is kinda pointless and may sway the person (as this example has the potential) to do something that they shouldn't.

The goat option is the equivalent of a scratched ballot... Just because you dont know anything about the poll doesnt mean you cant show your support for it... Hence the goat option. At least people will participate rather than just not vote.
