Though "too" is not considered a word group per se, the law still applies. It is not the same as moving an introductory word to the middle.
eg.
Moving the word "however" to the middle most often results in this scenario:

Half of the time if you see that I edited a post it's because I re-read it and found an error. That's why I'm in engineering. I've never yet spelled a number incorrectly.

Use a comma before and after a word, phrase, or clause that interrupts a sentence and can be omitted without changing the meaning of the sentence. Here are some other word groups that can be used in this way:
-after all
-for example
-by the way
-as usual
-as you know
-as a matter of fact
