No, it's a comment about acceleration and mass (which is why I put it the way I did).
Negelcting air resistance and other minor variations, twice the mass = four times the force required to equal the same acceleration. High acceleration on a small vehicle is much easier to achieve than on larger ones. Take crotch-rockets for example or FORMULA cars that universities make (ours was built with almost no funding and had the acceleration equal to that of a Ferrai in the quarter). Speed in a smaller car should be a given (unless, of course, it was designed with fuel economy as its forté).
It, quite frankly, was a polite way of saying I'm not a fan of small cars. The Sunfire achieves exactly what it was designed to do. Good for it. Without attempting to sound like I'm trolling, I still don't like them. I don't like how they look or the philosophy behind them. Thumperup, obviously, does and we're both entitled to our views. Thankfully, he didn't get one of the newer ones (I swear that GM did the impossible.........they took an unsightly car and made it flat-out foogly).
So while the sarcastic comment about one of Newton's basic forumlae being advanced for an engineer was meant to be derogatory, had one read a bit further into it.........one might have realized that the comment actually was somewhat transcendent
