Technically, it's a mod for more than just Q3. It allows you to play music while in game.

This one allows you to start, stop, change the track, change the volume, etc. without having to exit the game.

I have that too, it's called Winamp 5. Options>> Preferences>> General Preferences>> Global Hotkeys
or a media keyboard, yeah I got one of those too.
