I don't know, that fan and those ice packs could run you atleast $15-20. You could get alot of surplus store fans for that money.

The implementation costs of lots of fans would factor against the cooling ability.

I don't think that 2 ice packs would exactly make the air "super cool" and the implementation cost would be practically zero if you did the work yourself.
